CEFA – the European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO, which was established in 1972 and is currently active in 10 countries across Africa, Latin America and Europe. CEFA lays its foundation on the principles of solidarity and cooperation between the different regions of the world in the name of Justice, Human rights and peace. CEFA believes in the development of communities and local institutions, aiming to improve families’ living conditions and communities’ economies through capacity building, awareness raising and advocacy for the protection of vulnerable person’s and their fundamental human rights


The candidate will have the responsibility to manage the project “Mujtam3ay: Empowering New Municipalities for Inclusive and Sustainable Services, part of the program: “Recovery, Stability and Socio-economic Development in Libya”  Baladiyati Phase 2 – Italian Cooperation Component T05-EUTF-NOA-LY-13-01 (T05.1849), launched by the Italian Agency for Development Cooperation (AICS) and Funded by the European Union Emergency Trust Fund for Africa – North of Africa Window.

The action aims to contribute to improving basic services delivery (notably in education, WASH, community services/infrastructure and sustainable energy sectors) in the Municipalities of Al-Awinat, Awal, Sinawn, Tahala, Tejehry, and Zwila.

The candidate will operate under the direct supervision of the Head of Mission and in close coordination with the CEFA team in Libya. 

Main responsibilities

  • • Supervise the implemented activities to ensure that the objectives of the project are met in a timely manner and fallowing the donor’s guidelines. Be responsible regarding the general quality management of the project, including the monitoring of the action in coordination with the MEAL department at HQ.
  • • Management and direct coordination of project’s activities directly implemented by CEFA and coordination with partners and local stakeholders
  • • Revision of project’s terms to determine/update the action’s pian, financial limitations, procedures, staff’s skills and budget allocation in the different phases of the project 
  • • Coordination of the personnel involved in the project, supervision and monitoring of their performances. Management with the HR unit of the research and selection of personnel to be added to the work team
  • • Management of the budget and the linked responsibilities of transparency, in collaboration with the Admin Manager 
  • • Supervision of the procurement plan/procedures, in line with EU PRAGs , in collaboration with the Procurement Officer
  • • Management of the relation with consultants and external operators involved in the activities of the project, in particular activities of rehabilitation, maintenance of infrastructures, supply of equipment, etc.
  • • Preparation of the documents related to the management of the project and regular exchange with the HQ and the donor 
  • • Coordination with the relevant stakeholders (partner, beneficiaries, relevant ministers, relevant international organizations, etc.) and humanitarian sectors 
  • • Be part of the CEFA team involved in assuring good management and implementation inside the project and in the general strategy of the organization in collaboration with the other senior managers 
  • • Coordination of need assessments initiatives in the areas of the project and contribution to the elaboration of new project’s proposals in support of the Head of Mission and the HQ
  • • Upon request of the Head of Mission, execute any other task necessary to accomplish project’s results in the best and effective way possible


  • • 2/3 years of relevant working experience in management and monitoring of complex projects in the sector of international cooperation and/or humanitarian assistance
  • • Familiar with policies, procedures and guidelines of the main international donors (in particular regarding EU funded projects)
  • • Proficiency in computer/IT skills (MS-Excel, MS-Word, Outlook, Management tools, etc.) 
  • • Familiar with international NGOs and/or UN Agencies environment 
  • • Excellent communication skills 
  • • Able to work with tight deadlines and under minimum supervision 
  • • Excellent coordination and analytical skills 
  • • Previous working experience in Libya is mandatory

  • • Able to manage the project’s cycle, prepare periodical narrative and financial reports

  • • Available/willing to travel based on needs and security conditions 


Master’s or bachelor’s degree in development, International Cooperation or other relevant degrees


  • • Italian and English (fluent) 
  • • French and/or Arabic (desirable)
